Development Challenge
Built in 1970, this market-rate three-story dilapidated senior building had been neglected for years and was suffering from high vacancy and inadequate amenities for its senior residents.
Highland's Strategy
In collaboration with the Sacramento Housing and Redevelopment Agency, Highland Property Development converted Rio Linda Apartments to affordable senior residences, providing senior amenities, including converting 7 apartments (10%) to ADA accessible units, beyond the City requirement. The kitchens were redesigned and opened for better function and access. ADA enhancements included widened doors for wheelchairs, replacement of showers for handicapped accessibility and significant elevator improvements. Highland also considered the importance of the senior community's need for social interaction and outdoor living in natural surroundings. In that vein, it landscaped the environs with flowers, trees, meandering walkways, and shaded seating. Highland transformed Rio Linda's neglected community room into an attractive haven where residents could feel comfortable to visit with each other and their guests. Significant security improvements, including Controlled access and digitally recorded security cameras where added throughout the complex.
